TenderTrust proposes a middleware trust layer for Bhutan’s electronic government procurement environment. Rather than replacing procurement systems, the project focuses on adding verifiable proofs and workflow integrity around procurement actions.
The prototype includes mock Bhutan NDI identity, role-based procurement users, workflow validation, a tender lifecycle state machine, browser-side proposal encryption, a backend relayer for gasless operation, Ethereum proof events, and a public audit portal. The design aims to make procurement actions traceable while keeping confidential proposal contents private.
The public-service problem is that procurement depends on confidence in process integrity: who submitted what, when actions occurred, whether workflows were followed, and whether records were changed later. TenderTrust addresses this by anchoring key events as verifiable proofs while preserving the confidentiality needed for fair tendering.
This proposal is useful for evaluating how blockchain can function as a narrowly scoped audit layer for government processes, especially where transparency must be balanced against privacy and procurement confidentiality.
