Genesis proposes a hybrid e-voting system for Bhutan that supports both remote online voting and assisted in-person voting at voting centers. The project is designed around the reality that different voters may have different levels of device access, connectivity, and comfort with digital systems.
The prototype verifies voters using CID and national digital identity before voting. It includes election and candidate administration, voter eligibility checks, double-voting prevention, automatic vote counting, and a separation between identity verification and vote records to protect voter privacy. The hybrid model allows citizens with personal devices to vote online while also supporting supervised voting-center participation for people who need assistance.
The public-service value is in exploring how digital identity and tamper-evident systems could make elections or civic polls more accessible, efficient, and auditable. The proposal is especially relevant for rural inclusion, administrative efficiency, and trust in tallying processes.
Because voting systems require strong legal, security, privacy, and public-trust safeguards, this proposal should be understood as an exploratory prototype for simulation and evaluation rather than a production election system.
