Chained Government Procurement proposes a trust layer for Bhutanese public procurement. The project focuses on improving transparency and accountability across the tender lifecycle while preserving appropriate confidentiality during bidding.
The prototype includes vendor and agency registration, NDI-based verification, role credentials, tender creation, sealed bid commitment and reveal, contract selection workflows, and audit pages that expose procurement events. Ethereum smart contracts are used to create tamper-evident records for key procurement actions, while the commit-reveal approach helps prevent premature disclosure of bid contents.
The public-service value is in reducing opportunities for tender tampering, bid leakage, and opaque decision processes. Agencies could publish tenders and manage submissions through defined workflows; vendors could participate with clearer proof of submission; auditors and the public could inspect relevant events without needing access to confidential proposal details.
This proposal is relevant to procurement modernization because it treats blockchain not as a replacement for government systems, but as a verification and audit layer around critical procurement actions.
