BGPS proposes a blockchain-based government procurement system for Bhutan. The project integrates Bhutan NDI authentication with Ethereum Sepolia smart contracts to improve integrity verification across tender and bid workflows.
The prototype includes role-based portals for administrators, agencies, suppliers, and auditors. It focuses on sealed bid hashes, tender hashes, on-chain audit events, and auditor-facing timelines. These components are intended to help detect bid leakage, tender tampering, or post-submission database changes by creating independent verification points for important procurement actions.
The public-service value is in making procurement processes easier to audit and harder to manipulate. Agencies could manage tenders through defined roles, suppliers could submit bids with stronger proof of timing and integrity, and auditors could review event histories without relying only on internal database records.
This proposal demonstrates a practical pattern: keep sensitive procurement content off-chain, but record enough cryptographic evidence on-chain to verify that the process followed expected rules.
